Rick held the position of Medical Director, State of Florida,
Department of Health, Bureau of EMS, from 1988 until 2004. He is the
Medical Director for Gulf Flight a helicopter rescue service in the
western Florida. He works as an Emergency Physician at Sacred Heart
Hospital in Pensacola, a Level 2 Adult and Pediatric Trauma Center.
Rick graduated from University of Florida College of Medicine where
20 years later, he was the primary focus of their Alumni Magazine to
recognize his accomplishments in emergency medicine. He has been
recognized nationally in 1991for his contributions to EMS Medical
Direction and disaster response; he received the American College of
Emergency Physicians EMS Award in 1996; he was American Stroke
Association’s National Stroke Advocate for the year 2000, and in
2004, the National Association of Emergency Medical Technicians
named Rick as the EMS Medical Director of the Year. He is a Past
President of Florida ACEP and of the Florida Emergency Medicine
Foundation.
Michael J. Zappa, MD, FACEP

Mike is Medical Director and Chairman, Department of Emergency
Medicine at Palms West Hospital in Loxahatchee, Florida. He is
active in EMS, currently serving as Medical Director of Palm Beach
Gardens Fire Department. Mike was Chief Resident at University of
Florida and served as the first resident member of the Florida
College of Emergency Physicians Board of Directors. He earned is
medical degree from State University of New York, Downstate Medical
Center. Mike participates in local American Heart Association
activities and also frequently serves as faculty for emergency
medicine clinical and management educational programs.
Stephen Dresnick, MD, FACEP

Steve Dresnick is Past- President of Sterling Healthcare, a
national provider of practice management services for hospital-based
physicians, with over 160 hospital contracts in 28 states. Dr.
Dresnick completed his emergency medicine residency at UCLA after
graduating from medical school at the University of Miami. He was
Speaker of the Council for the American College of Emergency
Physicians and served as the delegate to the AMA representing
emergency medicine. Dr. Dresnick has served on several advisory
boards and currently serves on the Board of Directors for Florida
International University Foundation.
David Freeman, EMT-P
Orlando, FL
Dave is the manager of the Orange County Florida, Health
Services Division, Disaster and Emergency Health Services Office. He
has also managed the Orange County Medical Examiners Office. Dave
has more than 30 years of emergency services experience including
having served as Chief of EMS for the City of Orlando and as an EMT
and paramedic. As Deputy Commander of the Central Florida Disaster
Medical Assistance Team (DMAT FL 6), Dave also was recruited to
serve as the Health Co-Chair for Region 5, Domestic Security
Taskforce, established by Governor Bush in the aftermath of the 9/11
terrorist attacks. Dave is active in many state and national
initiatives addressing WMD planning and response. He is currently
the Vice President of the Florida Association of County Emergency
Medical Services and served as President of Critical Incident Stress
Debriefers of Florida. Dave also served as a consultant to the Greek
government for public health and EMS issues related to mass
gatherings and mass casualty response in preparation for the 2004
summer Olympics.
Melvin "Mel" Gottlieb
Jacksonville, FL
Mel is CEO of Martin Gottlieb and Associates, Gottlieb Financial
Services, and Physician Asset Recovery. Before entering the
financial and healthcare management field more than 25 years ago,
Mel owned and operated two successful restaurants in the
Jacksonville area. Mel is the founder and CEO of Gottlieb’s
Financial Services, was executive vice president for Medaphis
Corporation, Director for Sterling HealthCare Group and Director for
the Jacksonville Bank. Mel is deeply involved in many community
activities, serving on numerous boards. He was the chairman for the
University of North Florida Business Advisory Council and past
president for the Jacksonville Jewish Foundation. Mel has received
numerous awards for his philanthropic endeavors and has been awarded
coveted honors like the National Conference for Community and
Justice Humanitarian Award and Philanthropist of the Year by the
National Society of Fundraising Executives. Mel and his wife,
Debbie, enjoy time with their children and grandchildren.
Jorge Lopez-Ferrer, MD, FACEP

Dr. Lopez is a diplomat of the American Board of Emergency
Medicine and is a Fellow of the American College of Emergency
Physicians. He received his medical degree from the Autonomous
Metropolitan University of Mexico City, and completed his residency
at the Puerto Rico Medical Center in 1990. He joined Florida
Emergency Physicians in July 1992 after a two year tour with the
United States Air Force. He served as the Emergency Department
Medical Director at the Florida Hospital East campus from 1994 to
1998, and has served as President of Florida Emergency physicians
since 1999. Dr Lopez is the past President of the Florida College of
Emergency Physicians.

Paul is a senior research scientist with the
George Washington University-Homeland
Security Policy Institute, a former President of
the National Association of Emergency Medical
Technicians (NAEMT), current chairman of the
(NAEMT) National EMS chiefs, officers, and
administrators division, and former deputy
and chief and paramedic for the City of New
York. Paul has lectured extensively and is
widely published in academic and professional
journals on disaster/crisis management,
emergency medical service, special
operations, fire service, public safety and
national security issues. He is presently a
Doctoral Degree Candidate with a research
focus on organizational behavior and
emergency response to disasters/terrorism
incidents.
Thom A. Mayer, MD, FACEP, FAAP
Fairfax, VA
Thom Mayer is the President and CEO of
Best-Practices™ Best-Practices physicians at
Inova, Fairfax Hospital, were the first to
successfully diagnose and treat inhalational
anthrax victims during the fall 2001 anthrax
crises. Dr. Mayer has served the Department
of Defense on Defense Science Board Task
Forces on Bioterrorism and Homeland
Security. He is the winner of the 2003 Press
Ganey Compass Award and serves as the
Medical Director of the NFL Players
Association. He has published over 60
articles, 60 book chapters, and has edited ten
textbooks on emergency medicine. On
September 11, 2001 Dr. Mayer served as one
of the Command Physicians at the Pentagon
Rescue Operation, coordinating medical
assets at the site.
Kathleen Gallagher McIver
Winter Springs, FL
Kathleen Gallagher McIver’s real estate career
started at an early age in a family-owned real
estate company that was established in 1954
by her father, Don Gallagher. The company
operated independently until joining The
Prudential and established The Prudential
Gallagher Properties in the Orlando-Central
Florida area with five branch offices. Kathleen
has been working in the relocation industry
since 1986 handling Corporate Relocation and
foreclosures. She also holds a Certified
Relocation Professional (CRP) designation
from the Employee Relocation Council (ERC).
She has been a licensed Florida real estate
Broker since 1988. Kathleen is currently Vice
President and Sales Manager of RE/MAX Town
& Country Realty in Winter Springs. She has
served on the Orlando Regional Realtor
Association (ORRA) Board of Directors for the
past five years. She was just recently
recognized as “ORRA’s 2005 REALTOR of the
Year”. Kathleen is a graduate of Providence
College in Providence, RI with a bachelor’s
degree in Humanities.
Paul P. Partyka

Paul is currently a Principal, Broker Associate
at NAI Realvest (Commercial Real Estate
Worldwide) in Maitland, Florida. He graduated
with a bachelors of Science Degree in
Chemistry from the University of Norte Dame.
He is a former City Commissioner and served
two terms as Mayor of the City of Winter
Springs. He is experienced in consulting for
land value, government processing, natural
land acquisition, and rezoning. He was named
“Top Commercial Real Estate Professional in
Central Florida” by the Orlando Business
Journal in 2004. He served on the Advisory
Board of the First Commercial Bank of Florida,
Regional Chamber of Commerce for Winter
Springs/Oviedo, and Former Municipal
Advisory Committee Chairman for the Metro
Plan Orlando.
Roxanne Sams, MS, ARNP-BC, MA

Roxanne most recently served as Director of
Emergency/Trauma/Bayflight Services at
Bayfront Medical Center in St. Petersburg,
Florida. She also served as the Director of
Nursing Education/Event Medicine with ARNP
staff privileges for the Bayfront Emergency
Department. She is past president of the
Florida Emergency Nurses Association and
served on the Florida Organization of Nurse
Executives Board of Directors. Roxanne
received her MSN and MA from University of
South Florida. She speaks regularly at
educational programs addressing clinical and
leadership issues in emergency medicine.
Sandra L. Schwemmer, DO, FACOEP,

Sandra Schwemmer, is Founder, Chairman
of the Board, President and CEO of
Professional Emergency Services, Inc. She
has served as Medical Director for
numerous hospital emergency
departments and EMS agencies in South
Florida. She currently serves as Medical
Director for Monroe County Emergency
Medical Services, Islamorada, Village of
Islands Fire Rescue, and the Vita Health
Plan with the Health Care District of Palm
Beach County. Dr. Scwhemmer was
appointed to the Board of Governors
Health Professions Division with Nova
Southeastern University and currently
serves on the Board of Directors for Florida
Medical Quality Assurance, Inc. in Tampa,
FL. In addition Dr. Schwemmer served as a
dedicated member of the Florida College
of Emergency Physicians Board of Directors
from 1999-2004.
David C. Seaberg, MD, CPE, FACEP

David Seaberg is a Professor and Dean of the
University of Tennessee College of Medicine
Chattanooga. Previously, he was the
Chairman for the Department of Emergency
Medicine at the University of Florida,
Gainesville campus. Dr. Seaberg attended
medical school at the University of Minnesota
and did his Emergency Medicine residency
training at the University of Pittsburgh. He is
certified by the American Board of Emergency
Medicine and the Certifying Commission in
Medical Management. He has over 125
publications, book chapters and abstracts and
has received numerous teaching and research
awards. In addition to his role at the
University of Florida, Dr. Seaberg has served
as President of the Florida College of
Emergency Physicians and serves on the
Board of Directors for the American College of
Emergency Physicians and the Emergency
Medicine Learning and Resource Center. He
has been a leader in the State of Florida with
regard to medical and hospital aspects of
domestic security. He founded the University
Alliance for Weapons of Mass Destruction
Education and served as Co-Chair of the
Health/Medical/Hospital/EMS Committee of
the State Work Group for Domestic Security.
